Connect44 is seeking a Transport Project Manager to join our team in Bucharest on a permanent basis. This role involves aspects of signalling design configuration.

Main activities and tasks:
· Responsible for the definition of the project derived from the agreed business scope and requirements, producing key foundation documentation including Project Definition Report, governance and control documentation, and schedules.
· Contributes to business cases and ensures that business cases get signed off in a timely way.
· Manage and control the project budget working closely with the Business Owner and where appropriate the Programme Manager.
· Ensures that the appropriate resources are allocated to the project, working with Operations PMO Services, Programme Managers, and Functional areas.
· Provide end-to-end project management.
· Operate effective quality management and configuration control.
· Effectively manage and control change.
· Operate prioritisation mechanisms working with both the PMO Services team, Project Management Practice Managers, and the Technology functions.
· Maintain and comply with performance measures for delivery and efficiency.
· Manage the project life cycle and ensure compliance via approval gating and control mechanisms.
· Employ effective project governance to ensure delivery to time, cost, quality, and agreed scope, working closely with Business Owners.
· Operate effective project controls employing risk, issue, and dependency management.
· Promote continuous project improvement through lessons learned and post-implementation review mechanisms.
· Efficiently close projects and disband temporary project teams for reassignment.
· Provide clear and effective communication.
· Manage stakeholders including client internal groups and external suppliers.
· Employ effective leadership and drive the project organisation to develop and improve.
· Exercise clear and effective matrix management of the project team drawn from various areas of the business through excellent interpersonal skills and clear, efficient work breakdown structures.
· Establish, maintain, and publish a Risk Register (RAID) for each project.
· Establish and implement a Communications Plan for each project.
· Monitor the tasks conducted and reported by the Delivery Team.
· Establish and facilitate project events, including tasks typically associated with a Delivery Manager’s role such as CRQs, Work Request Forms, and Change Implementation Plans.
· Establish and chair regular project meetings and publish minutes.
· Ensure products and services provided by vendors and third parties are available as defined within the project plan.
· Update client’s project management and reporting tools – Clarity.
· Present project status updates at internal and client project review meetings.
· Conduct impact assessments of changes to projects.
· Identify needs for delivery management resources for the team.
· Closely monitor the closure of Project Helix CRQs to ensure closure within the KPI.
· Monitor and manage Helix cases.
· Ensure appropriate escalation of issues or incidents, following the implementation plan.
· Adhere to the internal rules, regulations, policies, procedures, and current workflow within the organization, business unit, or team.
· Perform other tasks within the scope of the role, as requested by the immediate supervisor, within the limits of own professional competence (e.g., reports, analyses, specific projects, etc.).

Specific skills and technical knowledge:
· Line reporting to a PMO Programme Manager and matrixing to Functional Managers within both C44 and client or other Project/Delivery Lead Managers, the role will be responsible for the successful end-to-end delivery of assigned client Networks Operations projects from a set of requirements through to completion that meets the business needs.
· The role holder will work under broad direction and be accountable for ensuring the project is achieved on time and within the required budget, quality, and scope agreed with the Business Owner, to ensure that the business benefits are realised.
· It is key that the role holder effectively controls and governs projects through industry best practice including effective management of the risks, issues, and dependencies that influence successful delivery.
· The role holder will be expected to build relationships with key stakeholders, plan, and execute effective communications plans.
· It will be necessary to employ key measures and promote required behaviours to support reduced cost, improved investment efficiency, and faster time to market.
· It will be key to employ effective matrix management, driving project teams and influencing key stakeholders, drawing on sound interpersonal skills whilst operating industry-recognised project methodologies underpinned by clients’ people and cultural development paths in order to deliver best-in-class performance.

Required education and trainings:
· Technical university degree – Telecommunication, IT, or related.
· Relevant experience of working in an environment of change involving new systems, new processes, and culture change.
· Experience running projects in large organisations where time to market and cost are critical success factors.
· Proven track record of delivery and achieving results through people in a matrix delivery team.
· Proven track record in capability development.
· Telecoms network or IT experience is a key advantage.
· Preferably a member of the Association for Project Management, Prince 2 Practitioner, PMI equivalent, or PPM accredited.
· Desirable: Knowledge of client business processes and cross-functional working experience.
